Sage 7.5 wasn't released for Windows--the 7.4 release was a test preview, but Sage builds still weren't fully stable on Windows/Cygwin yet so 7.5 had to be skipped over. Sage 8.0, however, is available for Windows as of a couple months ago, and I'm doing my best to maintain it so that 8.1 and on will also be available for Windows.
