Sage 7.5 wasn't released for Windows--the 7.4 release was a test preview, but Sage builds still weren't fully stable on Windows/Cygwin yet so 7.5 had to be skipped over. Sage 8.0, however, is available for Windows as of a couple months ago, and I'm doing my best to maintain it so that 8.1 and on will also be available for Windows. You can watch this page for the most up-to-date download links for the Windows binary installer
