presence of toolboxes

Does sage have toolboxes like the matlab ?? i am interested in the neural network toolbox

You may be interested in some of our optional packages. Note that Sage tries to be "batteries included", so many things are just in it. For instance, if Scipy had such a thing, you could just import it.

I don't know whether this is what you are looking for, but there is the Brian experimental spkg.

Brian is a simulator for spiking neural networks...

In fact, it should work fine, as it's a very normal Python package; you wouldn't even need to use the spkg system, probably. I am not sure whether "spiking neural networks" is the same things as what you are requesting, though.
