Is there a way to verify that all the latest versions of installed packages are the most recent stable versions?

What method is recommended to upgrade all installed packages?

When you update the version of Sage (e.g. via git pull), the versions of the packages are also changed in Sage source code (more precisely in the filesbuild/pkgs/*/package-version.txt). Hence, when you recompile Sage, all packages whose version increased are also automatically upgraded (recompiled).
