Fatal error cython: No such file

I am using Ubuntu 22.04 and Sage 9.8.
When compiling a Cython function, I got the following fatal error:
///usr/include/limits.h:26:10: fatal error: bits/libc-header-start.h: No such file or directory

What to do?
