Confused about installation

I downloaded 8.1(binary). I'm not sure what to do next. Is there an installation program? I'm using Windows 7.

After double clicking the icon on my desktop, I was expecting a window like Matlab to enter commands and see results.

I think I figured it out ... I think.

Installation is happening as I type.

Have you downloaded the Windows installer SageMath-8.1.exe from that page? (this is the recommended way to install SageMath on Windows).

No I haven't. I followed what I thought was the complete download instructions on the Sagemath site. If you could provide a link to the download resources/instructions that would be welcome.
