If you are referring to the public worksheets at sagenb.org, this is because some people were putting malicious code in publicly viewable worksheets, so having that was deemed a security hazard. There have been workarounds proposed so that one could re-enable them, but so far no one has actually done it.

I have to run sagemath from a proxy from last month,beause my computer'ISP forrdden all foreign college and many many including :wstein.org,etc
