The shortest way i could think of is to sum its nonzero monomials:

Setup:

sage: R = PolynomialRing(ZZ,'x',4)
sage: R.inject_variables()
Defining x0, x1, x2, x3
sage: g = x1^2 + 2*x1*x2 + x2^2 + 2*x1*x3 + 2*x2*x3 + x3^2 + 2*x1 + 2*x2 + 2*x3 + 1
sage: g
x1^2 + 2*x1*x2 + x2^2 + 2*x1*x3 + 2*x2*x3 + x3^2 + 2*x1 + 2*x2 + 2*x3 + 1

Then:

sage: sum(g.monomials())
x1^2 + x1*x2 + x2^2 + x1*x3 + x2*x3 + x3^2 + x1 + x2 + x3 + 1
