No, there is no non-browser GUI interface. However, readers of this question should know that as long as you are using a local version of Sage (not a remote server or cloud interface) then all notebooks or worksheets are on your local filesystem. (In fact, you can even edit them by hand in the sagenb case, as they are just html, though finding the path can be tedious.)
