• ask for an account on trac
• open a ticket
• make your changes on the source code (adding a method on src/sage/matrix/matrix_symbolic_dense.pyx following the existing simplify_full method)

EDIT : during sage days 75, Fangan Dosso opened trac ticket 21332 about that, so the feature will be available in the next versions of Sage.
