Are you trying to start the notebook server in order to connect to it from another machine?
Otherwise, you will definitely need a browser.
You can set the browser you want Sage to use by setting the environment variable SAGE_BROWSER.

You should try to figure out which web browsers are available on the machine you are using.
This list of Linux web browsers might help with that.
