The qepcad package is broken for a while and was considered experimental. It has just been repackaged and will be available in the next 6.9 release, see trac ticket 10224. If you can not wait, i suggest to build the latest beta (6.9.beta2) release which already contains it, you can get its source code at http://www.sagemath.org/download-latest.html
