Windows 10 error on startup

I have just installed SAGEMath 9.3 for Windows, and immediately run into a problem. Whether starting the Shell or console I get:

Unhandled SIGILL: An illegal instruction occurred. This probably occurred because a compiled module has a bug in it and is not properly wrapped with sig_on(), sig_off(). Python will now terminate.

This is gibberish. It doesn't seem to me that any testing was done on the Win10 version before release, as not being able to start is a fundamental error.
