plantri installation always fails

Since I need to use the plantri package in my research. I tried to install it in sagemath9.3 in windows version.

sage: !sage -i plantri

But the installation process always reminds:

make build/make/Makefile --stop 
make[3862]: Entering directory '/opt/sagemath-9.3' 
make[3862]: *** [Makefile:37: bootstrap] Error 127

I don't know what the reason is, so my other suggestion is whether it is possible to have planartri built in like nauty in future versions.
