local access to sage libraries

how and where i can get all libraries for local development in my pc. the develop is in c# and i need full and local access to sage libraries.

Look at the Sage developer's guide: http://www.sagemath.org/doc/developer/

It is geared towards development on Linux or Mac. The whole Sage distribution with all its source code can be downloaded from here: http://sagemath.org/download-source.html
