At least one hope was that http://interact.sagemath.org/ would be a place where this could happen. We need a lot more content there, though! See also the wiki, which has a lot of stuff, particularly about interactive things.
@kcrisman Nice. I had a question on Elements and the guy who answered my question referred me to a great worksheet here: http://trac.sagemath.org/sage_trac/ticket/11490. I was thinking I should upload this worksheet to a general repository....

Not per se. At one point the public worksheets at sagenb.org was the place to go, but for security reasons (i.e. spammy virusy worksheets) we had to close those down for a while. Other servers do have public worksheets and they are good resources. See my "answer" for another point of view.
