after you upgrade ubuntu, you can use the command sudo apt install sagemath to install sagemath but this will not be the latest version. You will get version 8.1. alternatively, you can download the 9.4 binary from the download binaries sagemath web page and install it

Alternatively, without upgrading your Ubuntu, you can install Sage 9.3 Linux binaries from sage-9.3-Ubuntu_16.04-x86_64.tar.bz2 (32-bit binaries are also available).

a) yes, you are right.

b) installing SageMath 9.5 from sources on a Ubuntu system is super easy: as recommended by @FredericC, upgrade to Ubuntu 20.04, then cut and paste these simple instructions in a terminal.
