no foo.sagetex.sage file produced/texmaker cant find sagetex.sty

i have texmaker now working, and followed the instructions in the reference manual and read the manpage for sagetex, and have not found answer. i followed the recommended 2nd and 3rd method in the manual, where by making tex aware of the location of sagetex.sty, both by copying the sagetex.sty file into my home texmf directory as directed by the suggested command

$ cp -R SAGE_ROOT/local/share/texmf/tex TEXMFHOME

and also by defining the TEXINPUTS environment variable, with the suggested command

$ export TEXINPUTS="SAGE_ROOT/local/share/texmf//:"

so, what i am seeing when i have a foo.tex file open, is when i quick build, with my sagecode in my tex document, texmaker tells me it cant find sagetex.sty, and there are no foo.sagetex.sage files produced as is stated in the manual. obviously so when i ran <sage foo.sagetex.tex=""> nothing happened...

help trouble shooting this would be much appreciated. also, running ubuntu 15.10, sage 6.9

update

i have now done the first method, i copied sagetex.sty into my latex directory, now with this method a foo.sagetex.sage file was created, and sagetex worked with that method, but as i understand this is not the preferred method so can someone provide some insight to how to accomplish this more properly.
