I recently created a SageMathCloud project and the icon in the project listing does not show that it is private. I didn't see an option to make it private when I created it.

How does one create a private project and/or modify an existing project to be private?

A SageMathCloud project is by default private: that is, the files you create inside the project is available only to you and the cloud server hosting those files.

On the other hand, if you would like to share all the files in a project with someone who has an account on SageMathCloud, you may do so by adding them to the Collaborators list available from the Settings (wrench icon). You may search for your collaborator by using their email address or the SMC username.

So what do the "eye" and the "padlock" icons mean in the project listing?

Eventually, I think the intention is to have a public and private option, but at the moment, everything is private. There are a good number of security issues involved.
