Following the description given in the JupyterLab documentation, it is trivial to check that :
The version of JupyterLab that comes with Sage 10.5.beta0 does support this debuggiong interface : it can be used with the default Python kernel. But
The Sage kernel of this Sage version does not (yet) support this interface (one cannot enable debugging with this kernel).
This might be a useful addition... I posted a followup on sage-support ; let's see what will come out.
