Neither of these is syntax for Sage; they are syntax for the command line before you start Sage.

Once upon a time one could do install_package(package='database_gap') as in this question, but apparently this functionality has now been removed after deprecation - see the documentation. So you will have to use the command line facility, or possibly the "install package" menu item if you are using the Sage app bundle.
