There is indeed a known issue regarding Sage 7.4 build on Ubuntu 16.10; it is discussed in this thread. This should be fixed in Sage 7.5 (thanks to #21782). Meanwhile, here is a fix suggested in this post:
export SAGE_INSTALL_GCC=no
make
