I'm currently trying to do this too, except on top of that, I'm also trying to access the Sage library from C/C++ instead of Python (see my recent question in this forum). It's sounds like you've gotten farther than me so far, so I don't have anything to contribute. I'd love to hear about your progress though, so please keep us informed.
On a related note, I just want to gripe a little bit that large open source projects like this generally seem to shun Windows for some reason. Do you guys really think us Windows users have no interest in free/open source code simply because we actually pay for our operating system? I don't expect everybody to accept Windows dominance, but it really does exclude an awful lot of us who would love to be a part of, for example, Sage development.
