Is it possible to change the axis range i.e. the values for xmin and xmax etc. in a plot by right clicking to the axis and choosing some value from a popup menu or even better by dragging on the axis with the mouse? Is it possible to get this inside a sage interact environment?

Short answer: no, also not within an interact, since we don't have mouseover/click options. Long-term this is definitely a goal, hopefully someone like @Jason-Grout will comment...

No, not right now---there isn't 2-way communication with plots. Of course, you can embed javascript plots if you like (like http://sage.cs.drake.edu/home/pub/81/), but we don't have a way to do what you want with Sage plots. Yet. Of course, we welcome anyone who wants to work on making it happen!
