The list of dependencies at the top of the README does not mention fortran. However, a bit later in the README, it says that fortran is required, and even that I have to set some environment variables. I have found, I can build sage fine by installing gfortran. Is this a bug ?
No, this is intended behavior. On OS X (Mac) we provide a fortran (different one depending on the version). The directions about fortran are correct.
On the other hand, it is still less clear than it should be that one needs fortran. There have been a number of changes in the README lately. See this sage-devel thread for (hopefully) some informed responses.
But again, to answer your direct question - no, not a bug.
