The programs run on the SageMathCloud side. The "About" section on the help page at SageMathCloud says (on 2014-11-24):

We own 19 high-end Dell computers at University of Washington dedicated to SageMathCoud hosting,
and also run dozens of virtual machines on Google Compute Engine.

Note that SageMathCloud uses Google Compute Engine virtual machines both in the US and in Europe.
